Team 5 Investigates has discovered that the developer, Robert Reposa of Hingham, took thousands of dollars from people but never finished the project. At Navigator Beach Club, it's even worse because the project isn't finished and Reposa stopped paying his $2. Reposa said he filed the necessary paperwork, but Team 5 Investigates could find no records to prove his assertion. Reposa was unavailable for an on-camera interview but in a telephone conversation denied selling Navigator Beach Club timeshares illegally.
